Under subparagraph 11 of paragraph 2 of Article 1270 of the Civil Code of the Russian Federation, the act of making a work accessible to the public in such a way that any person may obtain access to it from any place and at any time of their own choosing is regarded as use of the work.

ROSPHOTO holds the exclusive rights to all images of interiors and spaces, photographs, documents, albums, and other items from the ROSPHOTO collection, as well as to all images and textual content (results of intellectual activity and means of individualization), and all audio, video, and multimedia materials published on the official ROSPHOTO website.
Pursuant to paragraph 1 of Article 1229 of the Civil Code of the Russian Federation, “the rights holder may, at its discretion, permit or prohibit other persons from using the result of intellectual activity or a means of individualization. The absence of a prohibition shall not be deemed consent (permission). Other persons may not use the relevant result of intellectual activity or means of individualization without the consent of the rights holder.”
The use of materials published on the ROSPHOTO website is permitted exclusively for non-commercial purposes in the following cases and subject to the following conditions:
Personal use of all materials for individual educational, cultural, outreach, and research purposes, for home activities with children, or for other educational activities within the family circle.

Use of textual information (results of intellectual activity and means of individualization) for educational and outreach purposes, with clear attribution of the author of the text (if indicated on the ROSPHOTO website), acknowledgment that the excerpt belongs to the official ROSPHOTO resource, and inclusion of an active hyperlink to the page from which the excerpt was copied, with the page URL provided in full and without shortening.

Use of digital images of items from the ROSPHOTO collection, photographs, and documents with a maximum size of 800 pixels on the longest side, with clear indication that the image belongs to the official ROSPHOTO resource and an active hyperlink to the page from which the image was copied, with the page URL provided in full and without shortening. Such images may be used for educational, cultural, outreach, and research purposes, as well as for other educational activities, including on-screen presentations, reposts on social networks and services, and for illustrating lectures, presentations, and other interactive forms of presenting scholarly work.

Use of audio, video, and multimedia materials published on the ROSPHOTO website by means of embedding from publicly accessible social services (video channels, presentation services, music players, etc.) in an unlimited volume, with clear indication that the material belongs to the official ROSPHOTO resource and using publicly available embed codes provided by these services, which contain an active hyperlink to the source material, with the page URL provided in full and without shortening.

Use of all materials in print and electronic publications, television reports, and radio broadcasts by mass media outlets, in cases where the publication, broadcast, or transmission is aimed at the targeted dissemination of information about ROSPHOTO, its activities and events, employees, and projects.
Any person wishing to use images of photographs, interiors, and works of art from the ROSPHOTO collection, as well as texts by ROSPHOTO staff members, and audio, video, and multimedia materials for commercial use, print publication, or for any purpose other than those specified above, must submit a written request to ROSPHOTO and obtain prior written permission.
Permission for commercial use is granted on a case-by-case basis at the discretion of the ROSPHOTO management, on the basis of an official written request from the interested individual or organization. The fee for obtaining usage rights is determined depending on the type and nature of the intended use.
ROSPHOTO does not guarantee that the use of images and other materials published on the official ROSPHOTO website does not infringe the rights of third parties that are not owned by or affiliated with ROSPHOTO.
